NIHR fears the increasing frequency of protests and demands by young graduates and other
\ndemonstrators in many cities and regions of Iraq, demanding job opportunities. Recently, the district of
\nAl-Kahl\u2019a in southern Iraq witnessed widespread protests in front of a gas station in the Halfaiya
\ninvestment oil fields, demanding the employment of Iraqi manpower in those companies, according to

\nAccordingly, the NIHR recommends the following:
\n1- The commitment of the relevant government agencies to implement Regulation No. 2 of 2009
\nregarding the employment of Iraqi manpower in investment companies by 50%, provided that the
\nproportion of young graduates is not less than 30%, and to follow up on the implementation of this by
\nthose companies.
\n2 – The commitment of young demonstrators to peaceful mechanisms and methods in the right to
\ndemonstrate in order to avoid bodily injury and legal accountability.
\n3- Preserving public and private property and not causing damage during demonstrations.<\/p>\n
