   Since 1969, the world has celebrated World Telecommunication Day annually on 17 May, the day of the founding of the International Telecommunication Union (ITU) and the signing of the first International Telegraph Convention in 1865. On this occasion, we urge governments\/law enforcement institutions not to restrict or limit this right to members of society under illogical pretexts and to allow them to exercise their right to communicate and outreach with others.<\/p>\n
