NIHR fears the increasing frequency of protests and demands by young graduates and other
demonstrators in many cities and regions of Iraq, demanding job opportunities. Recently, the district of
Al-Kahl’a in southern Iraq witnessed widespread protests in front of a gas station in the Halfaiya
investment oil fields, demanding the employment of Iraqi manpower in those companies, according to

Accordingly, the NIHR recommends the following:
1- The commitment of the relevant government agencies to implement Regulation No. 2 of 2009
regarding the employment of Iraqi manpower in investment companies by 50%, provided that the
proportion of young graduates is not less than 30%, and to follow up on the implementation of this by
those companies.
2 – The commitment of young demonstrators to peaceful mechanisms and methods in the right to
demonstrate in order to avoid bodily injury and legal accountability.
3- Preserving public and private property and not causing damage during demonstrations.
